From previous experience handbooks have a number of disadvantages:

 

(a)    They are not suitable for finding answers to questions

(b)   They take longer to update and modify

(c)    Very few people use the handbooks, after they are distributed!

 

Most users need answers to specific questions, and they need answers quickly. Wading through a departmental handbook can be a frustrating experience to find the required information.
